Mora’s proposals or a final text of agreement?

Tehran (Defapress) - EU Coordinator of the JCPOA talks in Vienna, Enrique Mora, presented a text at the end of the latest round of the negotiations on Monday, describing it as a “final” one. But, a decision on it lies within the authority of the parties to the negotiations, and there will be no talk of a final text and agreement until everything is agreed on.

Mora’s proposals or a final text of agreement? The latest round of the negotiations began in the Austrian capital on Thursday, with the aim of reviving the 2015 Iran nuclear deal (called the JCPOA) and removing the anti-Iran sanctions reinstated after the 2018 US withdrawal from the deal.

As the talks wrapped up, Western media released news of a “final text” on Washington’s return to the JCPOA.

The news stressed that the text is “final and non-negotiable”, claiming that the draft is the basis of decision-making by the parties to the talks.

But what has been presented as the final text in Western media contains several proposals by Mora which he had put forward to the parties involved in the talks, and these proposals cannot be regarded as a final text and non-negotiable.

At the beginning of the latest round of the Vienna talks, Iran’s basic stances and approaches regarding disputed issues such as the sustainable sanctions removal, the required guarantees for lifting the sanctions and issues alleged by the UN nuclear watchdog were presented to Mora and he put forward on Monday some proposals on the disputed issues.

An informed source of the negotiations told IRNA that although the Iranian negotiating team has orally conveyed to Mora its stance on his proposals, it is keeping contact with him and will present its detailed stances in a written form.

Although Mora has described his proposals as a “final text”, a decision on it lies within the authority of the parties to the negotiations, and there will be no talk of a final text and agreement until everything is agreed on.
