The results of the meetings led to the design of a special launch silo, which they named "Kheybar" and, among themselves, became known as the Shaft and the Moghar. A complex excavation operation was required, and in those days, Major General Amir Ali Hajizadeh took on the task of carrying out this unique and unprecedented work.
