Passive Defense Measures by State Agencies Are Often Invisible
TEHRAN (Defapress) - In an in-depth interview with Defapress, the Head of Iran’s Passive Defense Organization announced upcoming joint drills during Passive Defense Week aimed at assessing readiness, addressing vulnerabilities, and practicing crisis scenarios. Brigadier General Gholamreza Jalali emphasized that the organization’s measures across executive bodies manifest through the uninterrupted delivery of public services due to their preventive nature. Outlining defense strategies grounded in lessons learned from the Sacred Defense era and recent regional conflicts, spanning media, banking, and missile defense sectors, Brigadier General Jalali stated that proactive measures and infrastructure planning effectively thwarted enemy objectives to disrupt the country's critical infrastructure.
Addressing anticipated, focused attacks targeting the media to sever communication between the public and the leadership, Brigadier General Jalali noted that tailored defense plans were drawn up in advance in close coordination among the Passive Defense Organization, IRIB, and the Ministry of Information and Communications Technology. He added that despite physical and cyber strikes against transmitters and news studios, national broadcasting leveraged passive defense technical guidelines to maintain operational resilience and fulfill its role in guiding and informing the public during crisis conditions.
Regarding enemy threats against the financial sector, the Head of the Passive Defense Organization explained that plans to disrupt banking services via cyber attacks and limited physical strikes were countered. Thanks to prior readiness drills, including a targeted exercise at the Central Bank at the start of Ramadan, damages were minimized, ensuring that essential banking services to the public continued without interruption.
Brigadier General Jalali further highlighted the enemy's failure to neutralize national defense capabilities, noting that despite heavy targeting of missile and drone systems, the establishment of secure underground infrastructure and "missile cities" rendered enemy attacks ineffective. Concluding his remarks, he pointed out that passive defense operates across six core pillars, including fortification, concealment, and operational continuity. He emphasized that while these infrastructure-level measures are virtually invisible in daily life, their success is conclusively demonstrated during crises when public life remains undisrupted.
