TEHRAN (Defapress) - The Ambassador of the Islamic Republic of Iran to Russia, Kazem Jalali, wrote in a note in the Kommersant newspaper: The events of the beginning of 2026, including the illegal action against the President of Venezuela and the organized terrorist actions to create instability in Iran (January 2026), are clear examples of the violation of the UN Charter and the dominance of the logic of force over the rule of law. These naked manifestations of “engineering destruction” prove that Washington and its allies respect national sovereignty only as long as it serves their hegemony.

The text of this note is as follows:
The contemporary world is facing a fundamental challenge that can be described as a risky transition from the “rule-based order” to the “logic of force”; a situation in which naked power has effectively replaced the norms of international law, and legal rules are interpreted only to consolidate the hegemony of the dominant powers. Meanwhile, the US interventionist approaches have created cycles of violence and weakened national structures, creating a platform for chronic instability and systematic anarchy.
When the strategy of “regime change” becomes part of official political doctrines and cross-border sanctions are used as coercive tools of diplomacy, the concept of “rule of law” in international relations is seriously eroded. In such an environment, the national security of countries is redefined not based on legal treaties, but on the basis of the geopolitical priorities of the Western interventionist powers.
Historical experience has proven that deviation from the legal order not only does not bring peace, but also endangers the security of the entire system by creating centers of chaos.
The events of the beginning of 2026, including the illegal action against the President of Venezuela and the organized terrorist actions to create instability in Iran (January 2026), are clear examples of the violation of the United Nations Charter and the dominance of the logic of force over the rule of law. These naked manifestations of “engineering destruction” prove that Washington and its allies respect national sovereignty only as long as it serves their hegemony.
In this transitional period, the confrontation between the “multilateralist order” and “interventionist unilateralism” has doubled the need to strengthen strategic cooperation between independent countries. In the face of this imposed disorder [jungle-like anarchy], strengthening political and defense ties between the Islamic Republic of Iran and the Russian Federation is, beyond a tactical choice, a strategic necessity to safeguard national security and regional stability.
The alignment between Tehran and Moscow is a legitimate and deterrent response to the West’s systematic efforts to marginalize independent actors and create crisis centers in Eurasia and West Asia. The goal of this cooperation is to return to a balanced order in which conflicts are resolved not through threats and military means, but through principled diplomacy and respect for the spheres of influence and national security of countries.
Emphasizing the need to transition to a balanced order, the Islamic Republic of Iran believes that sustainable security can only be achieved through principled diplomacy and mutual respect for the national security and spheres of influence of states. In a situation where the replacement of “international law” with “unilateralism and extralegal interventions” has endangered global stability, deepening strategic cooperation with the Russian Federation and the People’s Republic of China is considered a purposeful effort to protect regional stability and confront anarchist and chaotic patterns.
