TEHRAN (Defapress) - Daniel Forti, a senior UN analyst at the International Crisis Group, insists that there must be a credible and transparent process for the International Stabilization Force (ISF).

He said that the Security Council has authorized non-UN organizations, including coalitions such as NATO, to intervene militarily under its own legal authority, and that this was the basic concept that the US proposed for the ISF.
“The ISF is not going to be a part of the UN’s blue-hatted force. It will not be led by the UN, nor will it be supervised by it, nor will it be subject to UN procedures and laws; but it will have the legitimacy and support of the Security Council.”
Forti clarified that the ISF would also not be subject to traditional UN methods of mobilizing troops, financing, and managing missions.
“So, it largely depends on the countries that want to participate in the battlefield and pay for the stabilizing force,” the senior analyst concluded.
